Incubator page for GRASS added

Hi,

I have added a GRASS incubation progress page at
http://wiki.osgeo.org/index.php/GRASS_Incubation_Progress

It's draft and not officially approved by the GRASS Development
Team as several members are waiting for comments on the
committer agreement which many of the team will not sign
in its current form (see earlier posted citations).
