Paul,

I'm in no rush to move this or other incubator documents to the official
web site as they are primarily intended for our internal use.

I do want everyone to feel free to update and comment on the document
though.  I'm sure I have not captured all the issues.  So for that, it is
better to leave things in the wiki.

I would also like to see individual project incubation status documents list
which of the OSGeo services they are using, which they will be using and
and which they won't (and why).
