Paul,

The graduation checklist carries a few pieces of information, such as
that proper code vetting is mandiatory, while automated build and smoke tests
are just very desirable.

My suggestion would be to work "Project Evaluation Criteria" and "Graduation
Criteria" into the "Project Submission Process" which likely ought to be named
"Incubation Process" and treated as the master document.

The project status template tries to get project people thinking about a
variety of issues, but it doesn't really express the graduation criteria
very specifically (not that the criteria are really all that specific).
