[Incubator] OSSIM integration

Finally getting some time to catch up on OSSIM integration/ 
incubation.  We are going to update and move the OSSIM project web  
site to osgeo.telascience and strive for a standardized osgeo look  
and feel under the guidance of hobu.  I'll also try to catch up on  
updating checklists and the like.
