[Incubator] Motion: MapBuilder To Graduate Incubation

+1 from me - but as I'm so involved in mapbuilder my vote probably 
shouldn't count.

Steven Ottens, one of our Mapbuilder PSC is on holidays this week, and 
I'd like to wait until he returns before selecting a "VP of Mapbuilder".
