GeoNetwork opensource request to OSGEO for incubation process

Folks,

We have our first official application for incubation (attached).   I have
also discovered, with Jeroen's help, that the application at incubator.osgeo.org
mailing list was not setup allow unsubscribed people to mail it.  So I don't
know how many other applications have been silently ignored!
