[Incubator] Motion: Recommend FDO for Incubation

Folks,

I motion that the FDO project be recommended to the board for entrance
into incubation with Bob Bray as project representative and Daniel
Morissette as mentor.

Note that FDO has been operating loosely as part of MapGuide and is already
hosted at OSGeo since it's establishment.  But as discussed a few months
ago it is really a distinct project and should be put through incubation on
it's own.

I'd like to close this vote the evening of Wednesday February 28th so that
the recommendation can be taken to the board that Friday.
