[Incubator] Motion: Recommend gvSIG for Incubation

Hello,

We have just linked our code to some .jars (Java libraries) made by
propietary companies (ojdbc14.jar from Oracle for instance), but don't
include them in the binaries to be downloaded to avoid license breaks,
because those libraries are not GPL compliant. We point the user to
manually download such libraries from external websites and give him
instructions for the setup. A link with an example of the information
about the Oracle Locator driver published in our website is included
below:

With ArcSDE we have the same intention (it's not published yet).

Regarding ESRI ArcIMS, we haven't used any external libraries, as it's a
server accessed through XML over HTTP (the same way that WMS or WFS
servers).

I don't know the exact design of DWG/DGN libraries. I do know that we
are not using openDWG (although it could be a good idea if the license
changed), and think that we have developed everything from scratch, but
I'll contact the CAD drivers development team to assure this.
