[Incubator] GeoNetwork not quite ready yet

Hi Guys; we had an enthusiastic email from Jeroen as they are through 
the hard part of the graduation requirements. I have been pinging the 
PSC members on their mailing list for a couple of weeks now with no 
response. So a PSC if formed but do not quite yet feel comfortable 
speaking for the project. We will need to give this project a bit more 
time to set up procedures and workflow before graduation.
