[Incubator] GDAL status update

Hello fellow IncCom members,

its been a while :)  I have a small status update on GDAL.  Frank  
informs me that he has resolved the most onerous of the provenance  
review issues and is looking to resolve the remaining issues plus any  
outstanding incubation items for October (in conjunction with a  
potential 1.5.0 release).

Here's looking forward to another successful graduate!
