[Incubator] GeoNetwork motioned for graduation

Congratulations Geonetwork for all the hard work. You seem to be very 
worthy to join the OSGeo stable.

However I'm -1 on graduation yet, on a minor technicality. I can't see 
any description of Committer responsibilities that each committer signs 
up to. In particular, each committer should publicly state that they 
will only commit code to the repository which supports the project 
license. Mapbuilder's text is here:

After this has been addressed, I will be +1 for graduation.

I've made this comment before, so it seems the Incubation Checklist is 
lacking.
