[Incubator] GeoNetwork motioned for graduation

In response to the committer responsibilities, we have the following  
document: http://trac.osgeo.org/geonetwork/wiki/committer
New (and all current) committers have to send an email to the  
developers mailing list that they will comply with these guidelines.  
All of the current committers have done so, including those that joint  
more recently. Does that address your concern?
