[Incubator] MetaCRS Incubation Application

I'm very supportive of a MetaCRS project and hope to see it come out as 
one of the favourites for OSGeo incubation.
I particularly like the way it building collaboration between various 
OSGeo projects.

Even if MetaCRS is not selected for incubation yet, I'd like to see 
OSGeo resources like svn/trac being offered to the project to help get 
it started.
