[Incubator] Contributor agreements for Fusion project

I can handle the agreements - scanned or not.  I'd prefer signed PDFs  
being emailed to me.  But otherwise they can be mailed directly to me at
PO Box 4844, Williams Lake, BC, Canada V2G 2V8

I then keep a wiki page updated here:

The only question I have about contribution agreements before  
incubation is does it imply that OSGeo is accepting any  
responsibility for the project before it's been approved?
