[Incubator] Vote up, vote up ... Re: Recommend Geotools for Graduation

As it seems that the OSGeo board is not meeting till next Friday 18 July.
So could the rest of the Incubation committee please vote up (before 
Thursday 17 July).

As Incubation committee chair, I assume you have the honour of declaring 
a project graduated and reporting to the board?
