[Incubator] QGIS, deegree, other status

I should be available when GeoNetwork finishes their release (they 
promise me graduation is next on the list). On the bright side the extra 
time has given me a chance to watch their PSC in action making decisions 
as a group. You may want to ask Richard if he is willing to help out again?
