Daniel,

Note that there is no reason the person signing the contributor agreement
can't be the one to do the scanning.  Generally it is digital scanned
document images that have been delivered to Tyler for other projects.

Of course Cameron's idea is absolutely great, and just keeping them
somewhere in the project subversion should be fine if the focus is on
scanned signed documents.  The OSGeo subversion instances are quite well
backed up.
