[Incubator] Just a quick update from deegree incubation

I have seen some notable progress on two fronts:
- The deegree wiki has a very clear page showing how far their
provenance review has progressed

- The project is providing high visibility for the decisions going
into deegree 3 (https://wiki.deegree.org/deegreeWiki/deegree3/DeveloperMeeting)

Now some of this is myself learning where the project actually communicates :-)
