[Incubator] Motion: Accept PostGIS into Incubation

Hello,
PostGIS has applied for Incubation [1] and has found a mentor (me) who
has taken ownership of the ticket [2].


I hereby motion to recommend PostGIS for Incubation.



Please someone second this motion and proceed to vote so that we can
recommend PostGIS to enter Incubation at the next board meeting.
