[Incubator] quality and officers

Thinking.

Basically I do not want to borrow trouble on this one. I do want to
ensure a mechanism is in place for communicating with the existing
crop of projects. If project representatives are already officers
available to the board I am not sure we need a committee for this one.

In the interest of no optimisation before its time;  I would wait
until the marketing committee (for example) has need to communicate
with the existing projects in order to verify that the existing points
of contact are sufficient.

In all my time as GeoTools representative I have only ever been
contacted by Tyler for an annual report; I assume if the other
committee's need to interact with GeoTools that they know how to find
the appropriate contact.

If this proves insufficient I would recommend a meeting with the
steering committee representatives to go though any items needed in
support of education, marketting, website etc...
