[Incubator] Opticks Incubation

Welcome Dustan, 

I'm the designated incubation mentor for the Opticks project and I'm looking forward to moving the project ahead in the process. The timing is good as Jody is now leading the incubation efforts and we can all sync up on where we are and the path ahead.

The status seems to be captured here:

The owner is currently Frank, should it be assigned to either myself of Dustan?
