[Incubator] dated project badges

I have given a bit of thought to our two most popular requests around here:
a) why have the projects stalled and what can we do to get them moving?
b) why are we not checking up on graduated projects?
And have arrived at an interesting idea; putting a year on our "badges" we hand out.
Example: For the GeoServer project we have entered into incubation in 2009; badge shown below.
This can be done both for projects in incubation; and for projects that have already graduated. To receive a badge with this years date a project can update its code providence review (to cover new additions).
Example: For the GeoTools project we have been good about asking new module to fill in the same code providence review checklist that was established during the incubation process. With that in mind we could attach it to our annual report for the board and get a "OSGeo Project" badge with 2009-20011 on it.
What do you guys think? It is less harsh than my earlier idea of removing incubation projects from the main OSGeo page. The idea of badges places a social pressure on projects to graduate; and to keep their information current (if the annual report attachment idea is a good one).
