Hi Alan,
It is good to see that you're working on this.
I'm assuming that you volunteered for this task, as I haven't seen discussion on the mailing list. So well done, and thank you!
For a check list, I was specifically referring to the URL that Jody (and I) had sent out earlier [1].
In addition, we have the documents at [2], [3] and [4] that may be helpful.
We also have the Rasdaman Incubation Status page on the OSGeo Incubation Committee Wiki [5].
The OSGeo Incubator wiki pages have changed a little over the last twelve months and for the better, particularly since Jody has taken over the reigns as chair of the committee.
For Rasdaman, I'd like us to get:
* a definitive list of tasks that we need to get completed for incubation;
* the status of the tasks with links to relevant URLs where appropriate;
* who is the contact person who has volunteered to coordinate the task; and
* if possible, estimated date that the task will be completed by (though this is only indicative as we are relying on the good will of volunteers).
If we can prepare something like this on the Rasdaman Wiki, it will help us to keep everyone focused on what is required to get through incubation. It will also make it easier to monitor status and to prepare regular incubation status reports as per [5].
Regarding the process for a Project Steering Committee:
* Can I suggest that you have a look at the excellent book by Karl Fogel on how to run a successful open source project [6]?
* I don't want to dictate the need for a PSC. This is a question that the Rasdaman Community will need to debate publically, (probably via the community mailing lists) and come to an agreement on. Chapter 4 of Karl's book [7] will provide plenty of relevant material for consideration.
* Once the community reaches consensus, I suggest documenting the process to help current and new community members understand how things are done.
I can see that currently too much is being decided behind closed doors with little public debate.
It will be good to get this out in the open and to develop a process that allows all community members the opportunity to participate in determining where the Rasdaman project and community are going.
In the end though, someone, or some group may need to make a call on how something is to be done.
What process does the community want to use?
I hope this helps. I'll be happy to work with you through this process.

The Rasdaman Community is starting to increase the pace of development with around 90 patches applied within the last two months.
The community is also coming together to support new user queries.
It is good to see these developments.
There has been little 'apparent' movement towards incubation over the last few months, despite prompting.
Two particular issues to note:
1 - Over the last few months there have been discussions on the mailing lists as to establishing an Incubation Checklist on the Rasdaman Wiki to list incubation tasks to be undertaken, their status and who is working on them. This checklist would allow anyone to monitor progress towards incubation. The gist of the suggestion is to use the format developed by the GeoServer Community. To date, there has been little take up or action towards this checklist.
2 - With the many patches that have been applied to the Rasdaman source code, it was found that some developers had introduced functionality that the project lead found undesirable, with the changes reversed. I suggested that this should perhaps be the catalyst that allows the community to introduce a Project Steering Committee to guide community developers on desirable project future directions. This suggestion has yet to be taken up for discussion.
I have mixed feelings about the Rasdaman Community's commitment to graduation from OSGeo Incubation. While the commitment is clearly there from several key community members, they are clearly very busy and have little spare time.
