[Incubator] OSGeo incubation

As an endevour I can see a couple things needed for the OSGeo labs. 
- need to sort out a banner (pgRouting is happily using the normal OSGeo banner)

And yeah I think this could be our holding area while a project waits for an incubation mentor?
