[Incubator] OSGeo Labs Wiki Clean-Up

All,
Ok, just to stir the pot some (sorry it's what I live for) . . .
Shouldn't there be a LABs component for every project, as in it's a space for trying out new things and displaying them for the communities without affecting the core project while doing so?
