[Incubator] New project application: OGC TEAM Engine

Incubation Committee members,

During the past couple of months the OGC has been working on the
initialisation of the OSGeo incubation process for the TEAM Engine. We at
lat/lon have been helping in that process. As a result the completed Incubator
Application Questionnaire has been committed to trac as
