[Incubator] GeoMoose recomendation

Here is my formal recommendation of GeoServer for graduation from the incubation process. This is an item in tomorrows meeting so I invite anyone to review background links provided here.

RECOMMENDATION

My main role as a mentor has been to lurk on the GeoMoose mailing list and be a friendly voice to answer any questions. The secondary role is to produce this recommendation after watching the project tick over (ideally make a release and a few decisions together as a team). GeoMoose made this more difficult by changing their procedures over the course of incubation… but appear pleased and productive with the use of steering committee.
