[Incubator] Geoserver Ready for Graduation

I think SAC has relaxed on this requirement and is now routing these links to the individual project websites? That situation is preferable for GeoServer (and thus no request has been made to SAC).

I also note that Cameron has an outstanding request to link these to the osgeo live project summaries which are much more up to date.

I had nominated Andrea Aime, as he is already present on the board list. I will go check if he has accepted my nomination.

A second round of congrats to the Aust-NZ OSGeo Chapter who did a lot of the difficult code review work (which the development team can never justify the time for). It is an excellent model for OSGeo chapter participation … directly helping a project on an OSGeo activity. One I strongly recommend other chapters adopt (and projects on this list pursue).
