[Incubator] Questions about Documentation License and Code Contribution Procedures

Thanks Jody.

While we are waiting to hear back from OpenPlans, I'll do one more
review of the incubation checklists for Geoserver. Hopefully I can do
this today.

Will we need any action by the GeoServer project team before I
recommend the project for graduation?
