[Incubator] Questions about Documentation License and Code Contribution Procedures

Apparently it is an attachment in the wiki (http://geoserver.org/download/attachments/819262/assignment_agreement.pdf?version=1). I will move it to the developers guide.

A while back the developers guide moved from a series of wiki pages to a sphinx document and this PDF was late for the bus or something …. I will move it over.
