[Incubator] cite?

I was looking into updating the list of projects on the website - and noted that the Team CITE engine is not listed.

The TEAM CITE Engine has shown no action during incubation, indeed has not made the request to be placed on the website, we have no listing in our wiki, and have not gotten any status update. 

I think we could drop this project, and invite them to reapply when they are interested.
