[Incubator] motion in progress: pycsw to enter OSGeo Incubation

Thanks everyone for talking things out last week, let me assemble the result. 

* JeffMcKenna: initial motion: "As the mentor for the pycsw project (http://pycsw.org/), I would like to
make a motion for the pycsw project to enter OSGeo Incubation, with myself as the mentor."
