[Incubator] Project Graduation Checklist

Folks,
the stable Project Graduation Checklist version on osgeo.org and the
two(?) versions in the Wiki are either out of snyc or the Wiki version
needs to be edited to tag it as approved:

Now that I look at it again a lot of what it says on these checklists
seems to be a duplicate of what we already have on the status pages?!
Can we fuse them into one again? Or did I miss an important aspect of
either. As mentor I have worked from the status page and now ---
