[Incubator] Recommend Graduation of Rasdaman from OSGeo Incubation

Bruce / Peter,

I'm curious how widely used the community version of Rasdaman is?  I'm ok
with dual licensing, but I want to know that the community version is
useful, and used, and that folks who want to contribute new features to it
(even though replicating enterprise features) are readily accepted.  The
linked page does make the enterprise version sound a lot better which is ok
as long as the community version is useful.  Any feedback on that would be
helpful.

Also, I hadn't realized this was intended as a motion since Motion did not
appear in the title, or email text.  If it is an option motion for the
incubation committee it is good to make it very clear.
