[Incubator] Recommend Graduation of Rasdaman from OSGeo Incubation

Jody,

We still have some outstanding requests for additional information from the
Rasdaman community:

- Cameron's request for a summary of how Rasdaman meets each incubation
checklist point. I was going to add additional observations to that
provided by the community where required.

- following on from Frank's request and my follow up emails, we're waiting
for a comment from the Rasdaman PSC on how they see that the Rasdaman
community could add functionality that is currently within the commercial
version to the community version, should the community deem this action to
be desirable. From Rasdaman Community user feedback, an excellent example
to guide this response could be the inclusion of support for 'null' values.

While I understand that key community members have had other commitments, I
suggest either:

- putting a limit on the response time.

- withdrawing the motion recommending graduation, pending an appropriate
response.


I will be travelling for the next few weeks and will now have little
bandwidth to follow up on additional information requested from me until
early December.
