[Incubator] Recommend Graduation of Rasdaman from OSGeo Incubation

Tell you what bruce, lets table this motion and continue with discussion
(addressing the points raised).

If you are on the road either Cameron or myself can re-introduce a "motion"
when these questions are answered.
