[Incubator] [Board] Incubation <s>nightmare</s> question

What we have is a failure of the chair (i.e. me) to "exercise some
discretion" and consider the motion passed. Given the lack of participation
I did not feel I had the go ahead from the committee.
The osgeo committee guidelines are focused around an IRC meeting format
(referring to the majority of those present). With respect to an email vote
we reached 1/3 of committee responding (not a majority). The other model we
have is that of the board (where all members vote).
Still it is nice to read that page and see it up to me as chair to move
things along.
