To suggest a new tool/functionality you can use the mailing list
(Spanish or English m.list) or directly add a feature request in redmine.
If you want to contribute
(https://contribution.gvsig-training.com/index.php?idioma=en_GB), you
can comment (optionally) if you have any preference for the destination
of the amount.
But the main contribution of features are derived from gvSIG Association
projects. Anyway, any company or organization can contribute with new
plugins to gvSIG...following the quality rules of the project (" How to
contribute in gvSIG?") :
