[Incubator] gvSIG project graduation - motion

I also believe that gvSIG is ready to graduate (from reviewing the 
checklist at http://wiki.osgeo.org/wiki/GvSIG_Incubation_Checklist). 
Can you please update the motion to include the name of the Project 
Officer from gvSIG (who reports to the OSGeo board)?  Thanks.
