[Incubator] header maintenance discussion

Thanks Bruce, I will pass on those two suggestions. Following the email
thread it looks like some more research is being done.
Since we are on the incubation list, with incubating projects going through
some of these same discussions. Please share your questions and experience,
just because OSGeo has asked for criteria to be met in the past does not
necessary mean we were correct (or that we should not update to follow a
newer best practice).
