[Incubator] motion: wradlib application / community module

Good Afternoon from the Bonn code sprint!

I am hanging out Kai Mühlbauer, a member of the wradlib project - which
focuses on weather radar data processing. The application was lost in trac
(I should be checking it more often - sigh).

In speaking with Kai it sounds like this would be a great community project
- at least to start out with.


Motion: Accept wradlib project into the OSGeo Community Project program.
