[Incubator] osgeo innovator (was labs)

I really like "OSGeo Garage" as a name. It is a bit snarky, but also fun,
and could make for a cool logo. I'm ready to lead this effort and reach out
to our current "lab" projects so we can get things moving. Does someone
else want to volunteer for the lead role?

What do we need to do to get closure on a name? A quick vote using Google
Forms?
