[Incubator] balance between open source outreach and osgeo incubation

Jody:

I'm on board with your concepts for "OSGeo Projects" in Incubation and
"OSGeo Technology" in Incubation.

+1 from me on the issue (of narrow scope) outlined in your e-mail.

Would other committee members chime in so we can try to move forward?
