[Incubator] PyWPS mentorship and PSC nomination

Hi all:

As you know I am currently mentoring the PyWPS project and in parallel doing
some development in part to harden the project for incubation and helping to
put/formalize development processes.

As it happens, the project is forming a PSC and nominated me to join. I have
accepted in the spirit / support of mentorship and hope/trust this does not
cause any confusion or difficulty in PyWPS progressing through incubation.

I am guessing this is okay but wanted to pass it by the list just in case
there are concerns?
