[Incubator] Proj4php community project

Thanks Julien - have been collecting some applications on the osgeo issue
tracker for incubation. Curently it can be tricky to find a mentor for new
projects (or in this case new to OSGeo proejcts) - did you have a mentor in
mind?

I would encourage you to apply as an OSGeo "community project
<https://wiki.osgeo.org/wiki/OSGeo_Community_Projects>" - it is a faster
way to be included in OSGeo (as it does not require finding a suitable
mentor

Aside: We really should revise this list of application questions - thinks
like the question on "infrastructure" was from the time when OSGeo svn was
considered more cool then source forge CVS for version control.
