[Incubator] ZOO-Project incubation: changing mentor

Dear incubation committee,
I would like to make a motion to change the ZOO-Project mentor for incubation.

I have discussed with Frank Warmerdam and he have agreed to step down, I have asked Dimitris Kotzinos and he have also agreed to become our new mentor.

So I think that everything will be in place once this motion will be accepted by the incubation committee.
