[Incubator] ZOO-Project incubation: changing mentor

+1 To accept Dimitris Kotzinos as mentor for Zoo-Project


I would like to thank Frank for his service!

I would also really like to see zoo-project graduate - of all our open
source projects zoo-project shows a world wide team coming together from
the start as an excellent example of what makes OSGeo great.
