[Incubator] Motion: Rasdaman ready to graduate from OSGeo Incubation

-1 but in the PSC sense where I will work to find a solution.

We the incubation cannot relax this core tenant of our foundation (it is in
our objectives as an organization). But I will ask the board to consider
the idea in the next board meeting.

Can I kindly suggest that the project request to be listed as a community
project while this is looked at.

I am a bit disappointed to be at this impasse, but thank everyone involved
for the clear and polite communication.
