[Incubator] Motion: Rasdaman ready to graduate from OSGeo Incubation

-1 on rasdaman incubation until the Governance question is resolved, 
which is a bigger question than just rasdaman, and I'm expecting will 
take a number of weeks to resolve. Cameron
