[Incubator] Fwd: Motion: Rasdaman ready to graduate from OSGeo Incubation

Rationale:
1. Governance should be reworded and say something like ~ "chair of the
PSC has 1.5 votes in case of a tie when PSC has an even number of members".

2. Individual's names should be removed from the PSC governance document
which should be neutral. Names belong in the copyright text.

After these changes I am happy to support the graduation.
